Church of the Brethren General Secretary to Conclude Service
At the Oct. 2014 meeting of the Church of the Brethren Mission and
Ministry Board, discussions began around the General Secretary’s
approaching contract end date of July 1, 2016. After a
several-months-long process of discovery, discussion, and deliberation,
general secretary Stanley J. Noffsinger and the Mission and Ministry
Board members mutually decided at a meeting held March 13-16 at
Lancaster (Pa.) Church of the Brethren, that Noffsinger’s service will
not extend beyond the end of his current contract.
Through the board’s discussions and deliberation it was clear that Noffsinger had been called “for such a time as this” 12 years ago. He has taken the Brethren message of God’s shalom and Christ’s peace around the world on the denomination’s behalf, while leading it through restructuring and shoring up financial resources.
“The board recognizes and expresses deep appreciation for Stan’s gifts, passion, and sacrificial service,” said chair Becky Ball-Miller. “We sense that the next season of the church’s life will be best served by new leadership.”
Noffsinger reflected that “I had a feeling my pontificate would be brief. … It is a vague feeling I had that the Lord chose me for a short mission.”

Is You Is, or Is You Ain't?
A new workshop has been added to the list of those to be offered at this summer’s Youth Jesus Conference. “Is You Is or Is You Ain’t Church of the Brethren?” will be offered to help youth attending YJC to be better able to explain the denomination to others and identify how the Church of the Brethren differs from other denominations. Led by Phil McGraw, the workshop will compare and contrast the Church of the Brethren to the other historic peace churches, many mainline denominations, as well as with some lesser known sects and cults.

Noffsinger Speech
Speaking at a recent event, Stanley Noffsinger related the following anecdote, "As I was coming in I felt a little tug at my jacket and I looked and there was a little girl maybe 8 or 10 in her first party dress and she said, 'Because of you I want to be General Secretary someday.' And I just - well, that didn't actually happen. Awwww, but it could have."

Clock's Ticking on Takeover Bid
The Mennonite's hostile takeover bid for its rival Church of the Brethren denomination will expire July 7, but the Mennonite Church expects to extend the offer, according to the formal offer filed Monday with the NCC.
The Mennonite Church stunned the religious community on Friday when it launched a $5.1 billion hostile bid for the Church of the Brethren, only a few days before the Brethren's Annual Conference is to take place in Boise.
According to the new filing, on June 20, 2002, The Mennonite Church and the Church of the Brethren entered into negotiations at the Church of the Brethren's bequest "concerning the possibility of combining the congregations of the two denominations." The discussion was "general in nature" and no valuation was discussed. But a few days later the denominations concluded they couldn't come to a mutually agreeable decision, and the matter was dropped, the Mennonite Church filing states.
On Friday, the Mennonites sent a letter to the Church of the Brethren's General Board, telling them about the takeover bid. The Mennonite Church says the General Board has not yet approved the offer or otherwise commented on it as of the date of the offer to purchase.
But the Church of the Brethren's General Secretary characterized the offer as "a transparent attempt" to disrupt The Church of the Brethren.
The Mennonite Church said in its filing that it has $6 billion in cash on hand, more than enough to cover the terms of initial deal. But it has arranged for a $5 billion revolving credit facility with Credit Suisse First Boston, which it would also draw on to pay shareholders.
The Mennonite Church can back out of the offer if another bid is made for the Church of the Brethren, the filing states. There has been much speculation that another religious rival could make a bid for the company, with Quaker, Presbyterian and Methodist denominations all listed by industry observers as possible bidders.
If the merger is completed, the Mennonite Church will be "providing enhanced and extended support for (the Church of the Brethren's) congregations, incorporating advanced features from the denomination's programs," the Mennonite Church states.
The merger would definitely boost the Mennonite Church's share of the peace church market, leaving only the Quakers (Friends) as the sole other historic peace church. The Mennonite denomination said in the filing that it does not anticipate any problems with antitrust issues.
The acquisition would technically be conducted through a special purchasing firm, Pepper Acquisition, a subsidiary of Oracle.

Position Opening
Perhaps as a knee jerk reaction to the outcrys of protest, the General Board has announced that it will begin advertising the newly created position of Executive Director of Roofing and Witness. The new office has received a program budget of $1.4 million dollars. "We'll be able to make a profound witness with this new support," said newly appointed general secretary Stanley Noffsinger. Several new Faith Expeditions are being planned for next summer. Participants will get an opportunity to work outdoors, in the summer sun, providing much needed roofing for their hosts while also experiencing the intricate workings of the General Board staff in Elgin. David Radcliff, current executive director of Brethren Witness could not be reached for comment and it is not apparent whether he has been offered this new position.

Search for General Secretary Hits Major League Snag
Kirk Stiffney has confirmed reports that a leading candidate for the head position of the Church of the Brethren General Offices has withdrawn from negotiations. "We were just unable to reach an agreement over the salary," said Stiffney, "and our prime candidate accepted an offer from another organization... the General Board was unwilling to meet his demands."

October 2002 General Board Meeting Update
Facing present realities, the General Board turned to a "Reduced Resources Program Scenario" in constructing its comprehensive plan at its October 12-15 meetings in Elgin. An operating deficit of nearly $800,000 through September was reported; a plunge which could drain away nearly a third of the agency's General Programs net asset reserves. Treasurer Judy Keyser termed the financial situation for 2002 and coming years as "not a rosy picture" meaning that the financial situation was akin to a submarine with a screen door. Meanwhile, to help shore up any leaks, the board has approved expenditures of up to $1.4 million. And in other news, the general secretary search committee hopes to call a candidate in time for consideration at the March board meeting, allowing a new general secretary to be in place in time to witness the "resource reductions."

The Golden Rule
Please let the GM editors buy a few indulgences and present some thoughts. Judy Mills Reimer's resignation could just be the financial shot in the arm that the denomination so sorely needs. Don't get us wrong; it's not that we think that giving has been withheld because of her leadership. Instead, it's the vacancy that's been created that could prove to be a boon. It is a vacancy which just cries loudly for the attention of every special interest group in the denomination.
It's the well known "Golden Rule." Those who have the gold make the rules. If a group wants to peddle their influence they are going to have to show they've got clout, and it's going to be the financial clout that carries the most weight. So there is an opportunity on the horizon and when it comes knocking, it could very well have its wallet out. The General Board just needs to take its time in its search for a new General Secretary. And each group that tries to influence the search process with threats of withholding should be shown another group that has given significantly and has its own agenda. Ideally, we'll have givers scrambling over each other to see who can be the most generous in order to prove their influential ability and, as a result, the denominations coffers will be filled.
And let's not stop with the search for the next General Secretary. We can extend this to Annual Conference and base congregations' representation on their denominational giving. After all, why should a congregation that does not give money to the programs of Annual Conference have an equal voice in how those programs are run as a congregation that supports them generously? Rather than making decisions based on what might be lost, Annual Conference and the General Board would be able to make decisions on what's actually been given.
